Is your city’s Flock contract missing?

The tracker grows from tips. If your city, county, or campus has a Flock contract and no record here, send the document behind it with the form below.

Send a submission

An agenda, minutes, a staff report, a contract or a procurement posting.

Used only to ask a follow up question about this submission.

What to include

1 thing above all: a link to a document. The city name alone starts a search that may take days; the city name plus a link to the agenda item usually becomes a record the same day. Useful documents, roughly in order of strength: council minutes with a tally, a resolution or ordinance with figures, a signed contract or purchase order, an agency transparency page, and named local reporting that quotes an official on the record. A transparency portal link proves the cameras exist, and we look for the approval from there.

Name the jurisdiction and state, because look-alike names are common: Jacksonville, Arkansas is not Jacksonville, Illinois, and a city police department is not the university police department in the same town. Add the date if the document does not carry one, and the vote tally if you watched the meeting. If you know the contract amount or camera count, say where that figure comes from, since vendor pages sometimes publish counts a city has never stated.

What happens after you send it

We verify before anything publishes. We read the source you sent, confirm the jurisdiction (city names repeat across states), check that the vendor is Flock and not Vigilant, Axon, or another reader company, and check the tracker for an existing record, since many tips name cities already tracked. If the source holds up, the record usually publishes within days, with your source cited on it. A detail the document does not support stays blank rather than filled with a guess. A tip that cannot be verified goes on a lead list, and nothing publishes on a maybe. Corrections to existing records belong on the corrections page.

What to send when a vote is coming

Upcoming votes matter as much as past ones. If your council has a Flock item on a future agenda, send the agenda link and the date: the record gains a meeting date, and the homepage clock starts counting it down. Reversals happen at these meetings; Oshkosh rescinded its approval 24 hours after granting it.

A worked example

A submission that worked: the city of Choctaw, Oklahoma, with a link to the July 21, 2026 council minutes on the city agenda system. The minutes carried the motion, the 6 to 1 tally, and all 7 member names, which is everything a record needs. That became the Choctaw record with a full roll call in a single pass. A weaker version of the same tip, saying only that Choctaw voted on cameras, would have gone into a research queue instead.

The verification bar

We do not publish from memory, rumor, or secondhand lists. A tip that says a contract exists is a lead; a tip with a source is a record waiting to happen. If we cannot verify, the candidate goes on the skip list with the reason, and stays there until a source surfaces. The methodology page holds the full standard.
