Reading a run of decisions
Individual votes look random until you line them up. Across the tracked record, the same 4 outcomes keep appearing: a straight renewal, a shortened renewal that buys time like Cleveland’s 6-month cut, a lapse like Salem’s expiry on June 30, 2026, and an early termination like Harrisonburg’s 4 to 0 vote to stop within 7 days.
The variable that predicts the outcome best is not city size or politics. It is whether an audit surfaced first: Alameda County documented 140 searches run without authorization, and Columbus scheduled a public hearing after an audit counted more than 15,000 searches flagged as possibly immigration-related.
How the calendar relates to the ledger, and why a scheduled date changes no record on its own, is set out in How to Read a Week of Flock Decisions.
