Vernon County Sheriff Roy Torgerson signed a memorandum of understanding with Flock Safety on October 8, 2023 without any vote of the county board. The office leases 4 units, 3 fixed and 1 mobile, at about 3,000 dollars per camera per year, or roughly 12,000 dollars a year in total, and currently uses 5 camera locations. A private foundation donation paid for the program at the start, after which the cost moved to an equipment line inside the sheriff's budget. Torgerson told supervisors he has a line item in his budget for tools and did not feel he had to get permission to buy one tool over another, and confirmed there was no vote on it. Supervisor Alycann Taylor asked whether corporation counsel had reviewed the contract, and Torgerson said it had not been vetted by an attorney before he signed. The agreement carries the signatures of Torgerson and Flock General Counsel Mark Smith.
