Police Chief Kurt Zempel and City Administrator Casey Bradley asked on August 25, 2026 that Sheboygan end its agreement with Flock Group Inc. Public works staff wrapped the 15 cameras, in place since early 2024, in black plastic bags before any vote was taken. On September 8, 2026 the Common Council took up Resolution 100-26-27 by Alderpersons Boorse and Heidemann, directing staff to terminate the agreement and to leave Flock Safety out of the 2027 budget, and the council passed it unanimously. TMJ4 reported the agreement was already set to expire at the end of 2026. The department said a Flock representative offered to sell the city up to 5 years of anonymized driving pattern and speeding data drawn from Sheboygan own cameras, which the department treated as inconsistent with the contract. Zempel said the loss of trust made ending the relationship necessary and that the department is not actively shopping for a replacement. The dollar value of the agreement does not appear in the city statement, the council agenda or the coverage reviewed.
