Mayor Justin Nickels and Police Chief John Musial announced on September 5, 2026 that Manitowoc had deactivated every city owned Flock camera. Their joint statement said the step followed similar decisions in Winnebago and Fond du Lac counties and did not stem from any known local misuse, malfunction or policy failure. The city said it had no indication that Flock accessed or misused Manitowoc data and would keep verifying. Officials said the agreement runs into early 2027 and that the upcoming budget process would decide whether to continue, change or end it. At an August 17, 2026 Common Council meeting resident Sean Schimke told members that 30 Flock cameras had been installed under a long term lease, 18 of them in Manitowoc and 12 in neighboring Two Rivers, and residents demanded a recorded roll call vote on a moratorium. That camera split comes from a resident presentation rather than a city document, so no camera count is given. The deactivation covers only city owned cameras and leaves privately installed systems running.
