Approved 4-3 by City Council on July 14, 2026.
The Warren City Council renewed the contract 4 to 3 on July 14, 2026, in a second vote taken after one member asked to reconsider the first one. The renewal runs a second two-year term at $132,000. Council had voted 4 to 2 in June to extend, and Councilwoman Melody Magee then moved to reconsider and voted no the second time. She said constituents and groups including the ACLU had raised privacy, immigration enforcement, and discrimination concerns after the June vote, and that she wanted safety guardrails written into the contract itself. Warren police have used Flock since 2021, according to Capt. Brent Chisolm, who wrote in a May 19 letter to the Treasurer's Office that the cameras had helped recover stolen vehicles and identify robbery and murder suspects. The vote followed an hour of public comment, most of it opposed; Ferndale Councilwoman Laura Mikulski told the Warren council that her city canceled its own Flock contract after outside agencies searched its network and gave vague reasons for the queries. Councilman Jonathan Lafferty, who voted yes, said the council would review the access logs and keep examining the issue. Westland, Milford, Ferndale, and Clawson had already decided not to renew with Flock. The Warren City Council renewed the Flock contract on a 4 to 3 vote, a $132,000 two-year extension. Councilmembers Mindy Moore, Jonathan Lafferty, Gary Boike and Dave Dwyer voted in favor. Councilmember Magee, who had voted for the renewal when it first came up in June, switched to no, and Councilmembers Angela Rogensues and Henry Newnan also opposed. This is the extension vote, not the original award, so it is not given as the approval date. Warren's own site and its NovusAgenda portal were unreachable, so the underlying agenda item has not been read.
