The resolution directs staff to terminate the agreement, stop using the fixed camera system within 7 days, and work with Flock on removal; the council said the benefits were outweighed by concerns about privacy, equity, data security, and public trust. It also bars the city from buying or running a future fixed plate-reader system without council approval at a public meeting and funding through the annual budget.
