University of Louisville police operate 14 Flock license plate readers from West Bloom Street south to Central Avenue, according to university records Louisville Public Media reported on January 13, 2026. No approval document for the contract has been found. The university's police site, its full public safety sitemap, procurement bid and award pages, and its news releases carry no mention of license plate readers, ALPR or Flock. Board of Trustees minutes and the university contracts list are hosted on Box and cannot be opened by machine. No evidence was found that the Board of Trustees or any other university body voted on the deployment, and no university document naming the vendor could be read.
