Panola County Sheriff Cutter Clinton installed 19 Flock Safety cameras across the county, KLTV reported on March 13, 2026. KLTV reported on August 5, 2026 that the Motor Vehicle Crime Prevention Authority paid for the cameras through a grant awarded in 2025, and that a small number were moved off highways and farm to market roads onto county roads because of permit problems. That authority distributes money raised by the 1 dollar auto insurance policy fee created by Senate Bill 224 in 2023. The Texas Department of Motor Vehicles fiscal 2026 grant listing records an award of 95,625 dollars to Panola County under a program named Flock LPR Camera Deployment. Clinton said the cameras are limited to criminal investigations, missing person cases and stolen vehicles, and are not used for traffic enforcement. KLTV reported that data is deleted after 30 days. No commissioners court vote, approval date, signed contract value or term length is documented in any source. The county seat is Carthage.
