No source names who approved this contract. That gap is common where a purchase cleared without a council vote.
The North Richland Hills Police Department brought item 4768 to the City Council agenda of January 23, 2023, seeking a sole source purchase of 12 additional pole mounted Flock Safety automated license plate reader cameras plus a subscription renewal for 9 existing cameras, not to exceed 74,700 dollars. That 74,700 dollar figure and its 21 cameras are the ones shown, because they are the city purchase for its own use. A later item, file 6023 on the August 26, 2024 agenda, renewed 9 cameras and the advanced search feature and added 6 police cameras and 1 Parks Department camera for a not to exceed figure of 84,799.75 dollars. North Richland Hills also acts as purchasing agent for the North Texas Anti-Gang Center, buying 120 cameras for 658,000 dollars, 93 cameras for 499,738 dollars, 60 cameras for 323,400 dollars, 31 cameras for 209,100 dollars and 8 cameras for 53,200 dollars on Texas Anti-Gang Center grants 2848908 through 2848912, then transferring that equipment to Dallas, Plano, Arlington, Forney and the Ellis County Sheriff by regional asset transfer addendum. Those grant totals are excluded from the amount here because the cameras go to other agencies rather than to North Richland Hills. The Legistar record publishes agendas only, since every Flock matter carries the status Agenda Ready with no passed date and an empty action history, so no approval date and no roll call can be stated. Resolution 2022-054 and two later amendments cover Texas Department of Transportation right of way permission for the pole mounted cameras.
