Kyle, TX Flock Contract

Who approved this?

No source names who approved this contract. That gap is common where a purchase cleared without a council vote.

A Kyle Police Department staff report posted to the city agenda system asks the City Council to authorize 15 automated license plate readers. The same report seeks a Multiple Use Agreement with the Texas Department of Transportation so cameras can be mounted on state controlled roadways. It limits the ALPR system to legitimate law enforcement and investigative purposes and requires departmental training on the system and its policy before an officer is authorized to use it. The report carries no council date, no vote tally, no dollar figure and no term length, and the agenda coversheet for the item no longer resolves. KUT reported on July 23, 2025 that Kyle ran 25 license plate readers and 3 live view cameras for a city of roughly 66,000 residents, and that Kyle police pointed to written policies, restricted access and regular audits. The Hays Free Press reported on a March 19, 2026 council presentation where Chief Jeff Barnett said Flock cameras read 93,536 unique plates per day in February and generated 92 hotlist alerts that month, 51 of them warrant alerts. Neither news report identifies an approving resolution, so no approval date, cost or term is given.
