The Sonoma Index-Tribune reported in March 2026 that Santa Rosa operates 129 Flock units, the largest network in the North Bay cities it compared. An approval record is not on file yet. It states that the Santa Rosa Police Department uses Automatic License Plate Reader technology by Flock Safety and points to the vendor transparency portal for policies and usage statistics. It names no approving body, date, dollar amount or camera count. The city's Legistar archive rejects automated clients and returns only an error for every query, so the council file behind the purchase has not been read.
