Salem let its Flock contract expire on June 30, 2026 and chose not to renew it. Mayor Dominick Pangallo announced the decision on July 23, saying the city found insufficient protections for the plate data the system generates. City-owned readers now sit at high-traffic spots; the police department is still choosing the software that will run them, with a target of August 31. No document names who approved the original purchase. The cameras went in during 2022 on a yearly subscription that expired June 30, 2026, and were out of use from July 1, 2026, with Mayor Dominick Pangallo and Police Chief Lucas Miller announcing the end. The city's own site and the Salem News were both unreachable from this session, the first refusing automated requests and the second returning HTTP 429, and Salem has no Legistar instance, so neither a council vote nor an administrative purchase can be confirmed.
