Who approved this?
No source names who approved this contract yet. Contracts that arrive through procurement or a purchasing threshold often leave no vote to record.
General Order 350.05, effective July 27, 2022, names Flock Safety as the vendor storing the data, caps retention at 30 days, requires a public transparency portal listing the number of operational cameras, and requires monthly reports to the City Council for a year and quarterly after that. It states that the Chief of the Providence Police Department shall have the exclusive authority for placement of the ALPR. That date is the policy's effective date, not a contract approval date, so it is not given as one. No council vote approving the purchase was found. A July 2022 council resolution by Councilman John Goncalves and Councilors Rachel Miller, Helen Anthony and Kat Kerwin asked the department to delay the rollout pending council review and was referred to the finance committee.
