Bristol, RI Flock Contract

Who approved this?

Approved by Bristol Town Council on March 18, 2026.

The Bristol Town Council adopted Ordinance 2026-3 on March 18, 2026, adding Section 21-11 to Chapter 21 of the town code to govern use of the Flock camera system by the Bristol Police Department. The ordinance states the camera system is owned and managed by the Rhode Island State Police and reaches Bristol under a memorandum of understanding, so the town holds no purchase contract of its own with Flock Safety Inc. Deployment is capped at one ALPR camera, and any additional camera needs a separate authorizing resolution from the Town Council. Retention of plate data is limited to 30 days unless the record becomes or is reasonably expected to become evidence in a criminal case, and the ordinance bars use for traffic violations, parking enforcement, facial recognition, audio recording and immigration enforcement. A sunset clause ends the program after 18 months unless the council explicitly reauthorizes it. The council took the first reading on February 18, 2026 on a unanimous vote moved by Councilman Teixeira and seconded by Councilman Sweeney.
