Bethlehem approved and deployed Flock Safety license plate readers in 2024, with the program announced in September 2024. The department told WFMZ it operates 24 readers. Police Chief Michelle Kott signed a public Flock report released on August 23, 2026 that sets data retention at 7 days. Lehigh Daily reported on August 26, 2026 that the report gives no camera count, discloses no search numbers, names no outside agencies that reach the data and does not say whether any audit found misuse. The Pennsylvania Capital-Star filed a Right to Know request earlier in 2026 and the department denied it, citing the law's exception for records related to criminal investigations. The city also runs a voluntary Community Camera Program that lets residents and businesses register private security cameras with police. No contract amount, term length, council vote date or funding source has been published.
