Winston ended its Flock Safety contract at a City Council meeting in August 2026, becoming the first city in Douglas County to do so. The agreement cost $24,000 a year and covered 8 roadside cameras. Police Chief Brandon Sarti said the city asked him to cut more than $215,000 from the police budget, and the city manager described the cancellation as budgetary. Sarti said the cameras helped solve major cases including a homicide, and added that there is a national outcry and the citizens are the ones paying the bill. Residents also raised privacy concerns and questioned federal immigration access to the data. Oregon enacted a law in 2026 limiting license plate reader data retention to 30 days unless it is needed for an investigation. Neither source records the council vote count, the members' names, the contract end date, the term length or the original approval date.
