Canceled
Who approved this?
No source names who approved this contract. That gap is common where a purchase cleared without a council vote.
Eugene canceled in December 2025, citing a camera that was reactivated without authorization. Approval history and contract details pending records request. The network was 57 cameras, a figure documented in May v. City of Eugene, the ACLU of Oregon records suit filed October 20, 2025 after the city refused to disclose camera locations. The city turned the cameras off October 14, 2025, before the December cancellation. Retention ran 30 days. The original approval history sits in the withheld records the suit seeks. In the police department's council presentation, the procurement timeline runs from EPD applying for the Criminal Justice Commission Organized Retail Theft grant on July 1, 2024, to the city receiving the award on August 27, 2024, to City Purchasing confirming IT Exemption E-10 on September 3, 2024, which lets city departments contract directly with a vendor, to a working group selecting Flock Safety on December 13, 2024, to the city and Flock Safety executing the software agreement on March 24, 2025. No City Council vote appears anywhere in that timeline. At the October 8, 2025 work session Councilor Keating stated the contract was not shared with council before execution, and the council voted 8 to 0 on a motion recommending the city manager pause ALPR use. That was a pause, not an approval, so it is not recorded as a roll call.
Eugene ended its Flock contract
Contract ended March 24, 2025.
