No source names who approved this contract. That gap is common where a purchase cleared without a council vote.
Flock Safety presented license plate reader cameras to the Norman City Council at a special meeting on Tuesday, August 19, 2025, The OU Daily and The Norman Transcript reported. Norman Police Deputy Chief Ricky Jackson said he hoped to install around 15 cameras in the city, and The OU Daily reported a cost of 3,500 dollars per camera per year. Councilmember Helen Grant raised concerns about data breaches, and Mayor Stephen Tyler Holman asked whether Norman police could reach Cleveland County cameras through an agreement and spend the money elsewhere. Neither report shows a vote at that meeting. 404 Media reported on August 10, 2026 that all 9 council members said no to Flock and that the city government runs no Flock cameras. Holman told 404 Media that Flock had given 2 presentations in 3 years at the police department's request and that 30 days of data retention was one of the concerns. The report gives no date for a formal vote. It says county leaders approved 20 cameras for the Cleveland County Sheriff's Office.

What happens next
This decision already happened in public; the record and its sources are above. If the community revisits the question, that decision would follow the same public process: a noticed meeting, public comment, and a recorded outcome, all through official channels.
