Ohio State began its third Flock contract on July 1, 2026: 2 years, $378,000 total, a 20 percent annual increase the university attributes to higher per-camera charges, not more cameras. The 63 devices arrived in a free 2021 pilot; the first paid contract ran June 2022 through June 2024, and the 3 agreements total more than $1 million through 2028. Ohio State's own records confirm license plate readers but never name Flock. A Department of Public Safety page describes placing more than 60 license plate readers in the area in partnership with the City of Columbus, and a March 2022 department news item describes 30 readers installed in the University District under a pilot. No page anywhere on the department site contains the word Flock, the annual security and fire safety report contains no mention of license plate readers, and university purchasing publishes no bid or award listing. No university publication names Flock as the vendor.
