Kent Police Chief Shearer and representatives of Flock Safety presented the Flock Safety automated license plate reader system to the Kent City Council Committee on April 2, 2025. The proposal covered 14 Flock cameras at $3,000 per camera per year, paid from state, local and federal forfeiture funds that are restricted to law enforcement use. The committee passed a motion to authorize the contract with a trial period, moved by Mr. Sidoti and seconded by Ms. Rosenberg, carried by unanimous voice vote, so no individual votes were recorded. The authorizing legislation, Draft 2025-024, reached the regular council meeting of April 16, 2025 as item 5.3.1, and on May 7, 2025 the committee voted 6 to 3 to postpone it until October 2025, with Mr. DeLeone, Mr. Sidoti and Mr. Turner opposed. Draft 2025-024 did not return to any Kent committee or council agenda from October 2025 through April 2026, so the ordinance authorizing the contract was never adopted.
