Who approved this?
Voted down by City Council.
Green City Council defeated Resolution 2026-R26AA on August 11, 2026 by a 4-3 vote, rejecting a second amendment to the city's policing contract with the Summit County Sheriff that would have carried the city's 14 Flock cameras forward. Voting no were Clark DeVitis, Christopher Meager, Jeff Noble and Justin Speight; voting yes were Chris Humphrey, Gerard Neugebauer and Richard Brandenburg. The legislation states Summit County entered a two-year agreement with Flock Safety for a total contract price of $92,100, with the city's reimbursement share set at $84,000 and reduced by any grant money the county received. Councilman DeVitis said $41,000 a year may not seem significant but that the city should have a significant say in how the tool is implemented, and that the county denied Green an out clause if Flock ownership changes while reportedly including one for itself. Council had originally approved the 14 cameras unanimously on April 23, 2024 at $52,000 up front plus $42,000 a year for the remaining two years of the policing contract, with $20,000 in county opioid settlement funds offsetting the first year. Data is held 30 days or for the duration of an active investigation and is owned by the Summit County Sheriff's Office. No roll call is given because the recorded votes are on a rejection rather than an approval.
