Binghamton University Police operate 16 fixed Flock cameras: 8 on the Vestal campus, 6 in Johnson City and 2 in downtown Binghamton, per WBNG reporting by Gabby Womack on July 24, 2026 and the department automated license plate reader page. The program began in 2023. Flock deletes the images after 30 days unless they are needed for an active criminal investigation. The university declined the Flock national database option, so the data stays in its own account and outside law enforcement gets only permission based, auditable access. Only the Chief, Deputy Chief, Assistant Chief, investigators and designated supervisors may run searches, and each search requires a case number or a documented law enforcement reason, while patrol officers only receive hotlist alerts. Internal Audit reviews access patterns and usage once a year under university Policy 812. Binghamton city police Captain Dan Flanders said the city has data sharing agreements with Binghamton University and the Town of Vestal Police Department. Neither source gives a contract amount, a term length, an approving body or a vote, and the university did not disclose cost.
