The New Hampshire Union Leader reported that the Manchester Police Department holds a memorandum of understanding with Flock that began on July 31, 2025 and lets it search Flock network data from roughly 100 cameras in Lawrence, Lowell and Haverhill, Massachusetts. Thirty three officers were originally given access to the database and 14 have used it, running 290 unique license plate searches since the agreement began. There is no regular audit matching searches to specific investigations. The document shows access to another agency network, not cameras owned or paid for by Manchester, and it gives no contract amount, no camera count for Manchester and no council vote.
