No source names who approved this contract. That gap is common where a purchase cleared without a council vote.
Nine Flock cameras went up across Valley County in February 2025, paid for at the outset by a federal grant routed through the Region 26 Emergency Management Agency, with a continuing fee of 1,000 dollars per camera per year. The Ord City Council voted 5 to 0 on August 3, 2025 to remove the 2 cameras inside city limits and refused to pay the fee. The Valley County Board of Supervisors agreed on August 11, 2025 to pull those 2 but kept the other 7 running elsewhere in the county. Flatwater Free Press reported that county records showed about 450,646 searches of Valley County camera data by close to 3,000 agencies in a 30 day window, including more than 200 searches tied to immigration enforcement. The county posted a public notice on August 11, 2026 setting a hearing on Flock cameras for 7 pm on August 24, 2026 in the District Courtroom of the Valley County Courthouse in Ord. County minutes show Supervisor Ference moved to open that hearing at 7:01 pm and Baker moved to close it at 7:56 pm, Sheriff Dave Scheideler presented case types and audit procedures, and 9 residents spoke. The minutes record that Flock cameras would return to the agenda for the regular board meeting on September 8, 2026. No contract document, dollar total or term length has been published, and no roll call approving the original contract was located.
