Minot's own records point away from Flock. The city runs an appointed ALPR committee whose July 28, 2026 minutes were read in full: they describe an Axon system, record the city attorney saying the policy would live under the police department and would not need to go to the council, and never use the word Flock. Four 2026 city council agendas were also read; two carry Axon items, funded from forfeiture funds, and none mentions Flock. The city's own website is unreachable from here and the meeting portal's full-text search cannot be driven, so this is not conclusive, but nothing Minot publishes supports a Flock contract.
