Asheville City Council voted 5 to 2 on August 25, 2026 to terminate the police department's Flock Safety contract, and the department lost access to the system. Council members S. Anntanette Mosley and Sheneika Smith voted no. Kim Roney voted to terminate and separately offered a failed motion for a moratorium on all automated license plate readers. Mayor Esther Manheimer had called for termination in a public statement before the vote. The contract was worth $72,000, began in 2025 and was set to run to January 31, 2027, covering 11 city cameras, while another 86 Flock cameras inside city limits belong to homeowners associations and the school system. Interim Police Chief Jackie Stepp wrote in an August 14, 2026 memo that Flock produced leads in a jewelry store robbery, a hit and run and the July 5 Maple Crest shooting. The city also operates 137 Axon plate readers on police vehicles. Neither source records when the council first approved the Flock contract or by what vote.
