Sheriff Gordon Ramsay ended the county Flock Safety pilot on August 14, 2026 after 10 stationary automated plate readers had been deployed. 5 of the 10 cameras were stolen during the pilot, and Flock expected the county to pay to replace them. Ramsay said the size and rural character of St. Louis County meant the results did not justify the continued expense. He also cited community concern about the technology, and said the point of a pilot is to weigh results, costs, operational issues and public reaction. The remaining 5 cameras were to be collected by the company in the days after the decision. The sheriff's office kept the plate readers mounted in its squad cars and noted that a 2015 Minnesota law already caps retention at 60 days and requires officer documentation and audits. The City of Duluth separately ended its own Flock contract effective September 7, 2026. No contract amount appears in the coverage reviewed, and no county board vote preceded the decision.
