Troy Police Department has run Flock Safety automated license plate readers since 2023. On March 13, 2023 the City Council adopted Resolution 2023-03-040, which waived the bid process and awarded a 2 year contract through reseller Insight Public Sector, Inc. of Chandler, Arizona under OMNIA Partners cooperative purchasing contract 4400006644, at an estimated $74,050 for year 1 and $66,000 for year 2. The minutes record that motion carrying 7 to 0, with Mayor Ethan Baker, Edna Abrahim, Theresa Brooks, Rebecca A. Chamberlain-Creanga, Ann Erickson Gault, David Hamilton and Ellen Hodorek all present. On August 18, 2025 city management brought a second bid waiver to the council, this time for a direct 5 year agreement with Flock Group Inc. covering 25 Flock Safety LPR cameras and 2 Flock Safety LPR Flex cameras. That agenda item states a total of $347,500 across the term, $69,500 a year, running August 29, 2025 through August 28, 2030. The memo credits $80,000 in discounts and projects $29,000 a year in savings against MiDEAL pricing. The amount shown is the single term total the August 2025 document itself states. No roll call is recorded here because the minutes for the August 18, 2025 meeting could not be retrieved from the city meeting archive, which truncates the 2025 listing at May 19.
