The Grand Rapids Police Department operates 31 automated license plate reader units supplied by Flock Safety. City staff briefed the Public Safety Committee on August 25, 2026 after residents packed a meeting to object to the program. On August 28, 2026 the city announced that City Manager Mark Washington would issue an administrative order placing the readers under Administrative Policy 15-03, the city surveillance technology policy. That policy requires public hearings, fiscal review and ongoing reporting to the Office of Oversight and Public Accountability. Any future purchase, renewal or expansion of the readers now needs Public Safety Committee review and a City Commission vote. The city did not publish the contract total, the term or the original approval date for the 31 units already in service.
