Lewiston police signed a Flock Safety contract in June 2025 after the City Council accepted a Byrne community grant worth 69,900 dollars for the first year. Councilors Scott Harriman, Bret Martel and Joshua Nagine later said the council was never told the grant paid for Flock automated license plate readers. The city finance committee approved a bid waiver in December 2025 covering 13 units. Plate data is held 21 days, the ceiling set by Maine law. The Sun Journal counted 1,157 searches by Lewiston police over a five week period, with hundreds attributed to outside agencies operating under memorandums of understanding, and reported renewal pricing of roughly 102,000 dollars a year. A September 2025 Press Herald story said Lewiston had a grant for 14 cameras and that Lt. Derrick St. Laurent declined to name the manufacturer, stating it was not Flock, while WGME later counted 11 installed with 3 more planned. The count shown is 13 Flock cameras because the August 2026 Sun Journal reporting ties that count to the December 2025 finance committee waiver and names Flock directly. No signed order form, contract end date, or standing audit schedule has been made public.
