The Derby Police Department runs Flock Safety roadside license plate readers and publishes a Flock transparency portal page on the city website, separate from the Axon Fleet 3 in car system it also operates. That page cites Policy 537 on Automated License Plate Readers, limits access to trained department members acting for a law enforcement purpose, requires officers to document a search reason, caps hot list entries at no more than 30 days, and commits the department to monthly audits. The city states that Flock holds the roadside data in its cloud system and that the data cannot be sold, published, exchanged or disclosed for commercial purposes. On the evening of August 25, 2026, 10 Flock cameras worth more than 20,000 dollars were damaged inside Derby city limits. A Derby resident was arrested that night and charged on September 2 with felony criminal damage to property. The department said it is working with the City Council and the insurance company on replacement and a reinstallation timeline. A Flock camera program report was set for the City Council meeting on September 8, 2026 with a recommendation to receive and file. No contract amount, approval date or term length has been published by the city.
