The South Bend Police Department operates 45 Flock Safety license plate reader cameras, a count published by ABC 57 on August 11, 2025 and repeated by the Journal Gazette in 2026. ABC 57 reported the cameras have been in place since August 2021 and that the department stores images for 30 days under the standard Flock retention policy. The Journal Gazette reported the same 30 day window and noted it is shorter than the 180 day period used by Fort Wayne, and that South Bend places its cameras near major thoroughfares. WSBT reported on April 15, 2024 that the cameras helped resolve 83 cases in the fourth quarter of 2023, quoting Captain Kyle Dombrowski. South Bend police reported the system assisted 176 investigations during 2025 and 37 in the first quarter of 2026, covering vehicle thefts, aggravated assaults and homicides. No purchase price, approval date, approving body, vote or term length was found, because the city Legistar Web API returned server errors and the Laserfiche document portal refused automated access. No contract amount is given for that reason, and none is derived from the camera count. ABC 57 also reported that other agencies on the national Flock network can search South Bend data.
