Approved by Village Board of Trustees on March 2, 2026.
Arlington Heights trustees voted on March 2, 2026 to extend two amended Flock agreements worth a combined $110,843 covering 35 fixed cameras, running through the summer of 2027. The Daily Herald reports this is the first Illinois municipality to write financial penalties for data misuse into a Flock contract, at $22,000 under the 11-camera agreement, $48,000 under the 24-camera agreement, and $70,000 if both systems are compromised. The penalty terms were applied back to May and June of 2025. The agreements bar Flock from disclosing footage to any unauthorized person or entity, with carve-outs for a lawful subpoena, an emergency, judicial compulsion, or circumvention of Flock's own controls. Federal personnel may reach the data only where Arlington Heights police started the request and the officials work under an approved state or local agency. The village had let its earlier Flock contracts lapse while it negotiated, after an August 2025 Illinois Secretary of State audit found Flock let U.S. Customs and Border Protection reach license plate data.
