Clearwater County Sheriff Chris Goetz signed a 2 year agreement with Flock Safety without a vote of the county commissioners. County Prosecuting Attorney E. Clayne Tyler later wrote that his legal opinion is that the Flock agreement is void to the extent that it binds the County to the second installment provided for in the agreement. Tyler's office noted that no elected official has authority to bind the county to a debt other than the Board of County Commissioners. Sheriff John Smith, who took office after Goetz, announced in July 2026 that the county would not renew. The dispute turns on whether the county may cancel after the first year of the 2 year term.
