The Hall County Sheriff's Office sought 40 more Flock Falcon cameras in March 2023 through a sole-source buy from Flock Group, Inc. of Atlanta for $114,000. Item 130/2023 was on the consent agenda for the Hall County Board of Commissioners voting meeting of March 23, 2023, after a March 20 work session. The staff justification charges the cost to restricted funds, fund 024 Restricted Programs, account 4708 Operating Services, and counts 20 cameras already in use. A Flock order form attached to the item carries the date March 1, 2023 and lists 40 Falcon units, a 24-month term and a total of $214,000, with the county signature line blank. On September 5, 2026 the Atlanta Journal-Constitution reported that Hall and Gwinnett agencies pledged tougher rules for Flock use and quoted Sheriff Gerald Couch calling Flock an investigative tool when used lawfully. No minutes of the March 23, 2023 meeting were found, so the vote, its date and any tally are not documented. No document found explains the gap between the $114,000 item and the $214,000 order form.
