Approved by Cobb County Board of Commissioners on October 8, 2019.
The Cobb County Board of Commissioners voted 5 to 0 on October 8, 2019 to spend 182,000 dollars with Flock Group Inc for 26 solar powered license plate readers at 13 county parks. East Cobb News reported that the approved item put 2 devices at each park, among them East Cobb Park, Fullers Park and Terrell Mill Park. A staff request presented on August 13, 2019 had asked for 168,000 dollars covering 12 parks, with a 3 year warranty and a 4 year agreement for cloud hosting, cellular service and software updates paid from the 2016 Cobb Parks SPLOST. The board revised that request before approving it and attached a condition that only police would receive data from the devices. The Marietta Daily Journal reported on May 22, 2025 that the county by then held a consolidated master agreement with Flock Safety covering 61 scanners bought piecemeal since 2019, and that commissioners were weighing an expansion. Totals reported for that later master agreement varied between 212,000 and 216,000 dollars in different versions of the same article, so the amount shown is the 2019 figure the recorded vote documents. Cobb police held town halls on the cameras on August 28 and August 31, 2026, and the county moved from random yearly audits to monthly audits. No data retention period, contract end date or named roll call appears in the documents reviewed.
