The Jacksonville Sheriff's Office halted license plate reader use across Duval County on August 31, 2026 after the Florida Department of Transportation revoked permits for cameras in state road rights of way. Sheriff T.K. Waters said it was his responsibility to listen to the concerns of citizens and act accordingly. JSO ran about 150 devices, counted in August 2026 as 141 fixed cameras and 9 mobile units. Jacksonville Today put the city's initial Flock contract at $114,000 for one year, with a clause requiring Flock to transfer all records to the city at no cost and destroy duplicate exempt or confidential records if the contract ends. Council member Jimmy Peluso held a public meeting on August 28, 2026 and is drafting rules for a 120 day moratorium on new cameras, a city permitting and inventory process, and Citizen Planning Advisory Committee sign-off before installation. Jacksonville has no public Flock transparency portal. No document reviewed shows a City Council vote approving the original contract.
