Who approved this?
No source names who approved this contract. That gap is common where a purchase cleared without a council vote.
The Public Safety Subcommittee of the Norwich City Council listed an item titled Flock Cameras Presentation as item 5.a on its regular meeting agenda for September 9, 2026. That agenda states no dollar figure, no camera count and no contract term. Subcommittee agendas for June 10, 2026 and July 8, 2026 carry traffic cameras as ongoing business without naming Flock. City Council agendas for July 20, 2026 and August 17, 2026 do not mention Flock at all, and the July 20 packet instead contains an ordinance on automated traffic enforcement safety devices, which is a separate technology. Reporting by The Day, republished by Government Technology, lists the Norwich Police Department among Connecticut agencies with an existing Flock partnership. No approving body, vote tally, price, term or retention condition for Norwich is documented in the records reviewed.

Not yet in the sources: the contract amount, the camera count, and the approval date. The city or county clerk holds the approval file, and the records request guide gives the wording to ask for it. If you already hold the document, send it in.
