Voted down by Colchester Board of Selectmen.
Flock Group Inc. prepared an order form for the Colchester Police Department at 128 Norwich Avenue covering 3 Falcon cameras and FlockOS Essentials. The form lists 10,950 dollars for year one, made up of 9,000 dollars in annual platform fees and 1,950 dollars in professional services, with renewals at 9,000 dollars a year, Net 30 annual billing, a 12 month initial term and a 24 month renewal term. Retention is set at 30 days, and the term begins at first installation and validation of the hardware. The signature blocks on the copy posted in the town agenda packet are blank. Inside Investigator reported on April 1, 2024 that police had tested the system under an unsigned memorandum of understanding the Board of Selectmen never approved, giving officers database access with no cameras installed in town. First Selectman Bernard Dennler and Selectman Art Shilosky questioned the program, while Officer Dominic Sullivan said it helped find a missing person and solve a vehicle break in on its first day. Inside Investigator reported again on July 12, 2026 that the Board of Selectmen did not approve the purchase and that Colchester still reaches Flock data held by other departments. No vote tally, funding line or executed contract appears in any source found.
