Canceled
Who approved this?
No public vote. Purchased under discretionary authority of Office of the Mayor on October 22, 2025.
Denver's contract did not go through the city council. In May 2025 council members unanimously rejected a two-year, $666,000 extension with Flock. Mayor Mike Johnston's office then signed a shorter extension priced at $498,500, just under the $500,000 threshold at which Denver contracts require council approval, and on October 22, 2025 the mayor's office extended the contract again, to March 2026. The network covers 111 license plate readers, and between 700 and 800 Denver police officers can search it, Commander Jake Herrera of the Operational Innovation Bureau said at a town hall the next day. Policy director Tim Hoffman told that meeting the system had helped recover more than 250 stolen vehicles since installation began in May 2024 and produced evidence in the arrests of nine homicide suspects. Audit logs published in August 2025 showed Denver camera data had been searched more than 1,400 times for immigration enforcement, through a Flock national lookup feature that Denver police said they were unaware of and disabled in April 2025. The October extension added terms meant to block access by federal agents and outside agencies, and the city said Flock verbally agreed to pay $100,000 for each improper release of data. Council members Sarah Parady, Serena Gonzalez-Gutierrez, and Shontel Lewis all objected to how the extension was handled.
