Salinas file ID 23-729 is a resolution to lease license plate reader and PTZ cameras from Flock Group, Inc., set for the City Council agenda of December 5, 2023. The recommended action authorizes the Interim City Manager to execute an agreement for 60 Flock Safety Falcon LPR cameras and 12 Flock Safety Condor PTZ cameras, for a term not to exceed 60 months and a total cost not to exceed 948,000 dollars. Legistar still lists the file as agenda ready with no recorded final action and no vote result, so no approval date or tally is given. The attached Flock Group, Inc. order form, dated November 30, 2023, confirms the same 948,000 dollar total, the 60 Falcon and 12 Condor PTZ units with LTE service, an initial 60 month term and automatic 24 month renewal terms. That order form sets data retention at 30 days on a rolling basis and puts the burden on the city to extract and archive any footage it wants to keep. The attachments are titled for an ORT grant, indicating Organized Retail Theft funding, and the order form contains no audit rights, no public reporting duty and no sharing restriction beyond the Flock analytics dashboard. Voices of Monterey Bay reported on July 2, 2026 that Salinas camera data flows to the Northern California Regional Intelligence Center and that the department used roughly 1.17 million dollars in federal money in 2023 to reach about 40 Flock cameras, a figure that does not match the 72 units in this order form because it covers a different funding stream.
