Rancho Palos Verdes, CA Flock Contract

Who approved this?

No source names who approved this contract yet. Contracts that arrive through procurement or a purchasing threshold often leave no vote to record.

Rancho Palos Verdes does not hold a citywide Flock Safety contract. Homeowner associations and neighborhoods buy and manage the cameras, and the city pays part of the cost through its Public Safety Reimbursement Program, which covers 50 percent of eligible costs up to 2,500 dollars per neighborhood. City staff estimated for the August 19, 2026 council meeting that about 10 neighborhoods had taken city money toward 19 Flock cameras, and staff called that a best estimate that may miss cameras operating in the city. A claim that 14 associations received city grants in 2021 is not supported by the documents reviewed, which give about 10 neighborhoods and no start year. The August 19, 2026 item asked the council only to receive and file the report, so no approval vote is recorded. The city press release states that footage is kept in the cloud and deletes automatically on a rolling 30 day cycle, that the Lomita Sheriff Station and a small number of city staff hold secure access for investigations, and that the cameras carry no facial recognition and are not used for traffic enforcement. Patch reported that at least 2 lawsuits have been filed against local homeowner associations over the cameras. The November 15, 2022 public hearing staff report and the council minutes sit on Granicus viewers that block automated reading, so no vote tally, contract amount or term is recorded here.
