Who approved this?
Approved on the consent agenda, without discussion, by Monterey County Board of Supervisors on November 28, 2023.
Monterey County's Board of Supervisors authorized a Flock Safety agreement on November 28, 2023 as Criminal Justice consent item 38, file 23-826, in an amount not to exceed $19,950 for a two-year term. The signed Board Order records the vote as AYES Supervisors Alejo, Church, Lopez and Askew, NOES none, ABSENT Supervisor Adams, which met the 4/5 requirement with four of five seats voting. The order covers 3 Flock Safety Falcon readers plus the Flock platform and FlockOS software at the Government Center parking lots, monitored by the Sheriff's Office, priced at $10,950 in year one on successful implementation and $9,000 a year after that. It also raised the Sheriff's fiscal 2023-24 appropriations by $10,950, financed by a Public Risk Innovation, Solutions and Management grant and a property grant, and allowed up to three amendments so long as they stay within 10 percent of the original amount. The attached order form carries an evergreen clause: the agreement renews automatically for successive terms unless either party gives 30 days notice, so it does not lapse at 24 months on its own, and no board file amending, renewing or ending it appears in the county's legislative record. Monterey County Weekly reported on April 2, 2026 that more than 300 Flock readers are installed around the county and that Sheriff Tina Nieto said the office will keep using Flock after disclosing a 2025 incident in which county data reached out-of-state agencies. A separate executed Flock order form in the county's document library, signed June 5, 2024, covers 60 readers at $402,750 total; no board file ties to it, so the figures shown are only what item 38 authorized.
