Half Moon Bay runs 16 Flock Safety automated license plate readers at 7 locations under a two year contract, with the cameras live since the fall of 2025. The city manager told the San Mateo Daily Journal that the city expects the contract terms to be followed exactly because of how sensitive plate data is, and pointed to the SB 34 bar on sharing with agencies outside California. The council scheduled a review of the program for February or early March 2026 after Mountain View and Santa Cruz ended their own Flock programs. The San Mateo County Civil Grand Jury report of August 3, 2026, titled Is Our Flock of ALPR Cameras Properly Tended, counts 14 city police departments plus the Sheriff's Office running readers countywide and names Flock Safety as the primary provider for those agencies; it lists Half Moon Bay at 14 cameras as of March 30, 2026. The grand jury found agencies whose stated retention policies did not match their actual Flock portal settings, and found operators sharing data with private university security at Stanford and the University of the Pacific without establishing that the recipient was a public agency, which SB 34 requires. The grand jury also found that as of December 2025 no San Mateo County operator was sharing data outside California. No contract dollar figure, approval date or approving vote is published in either source.
