Approved by Grass Valley City Council on July 25, 2023.
Item 6 on the Grass Valley City Council agenda for July 25, 2023 extended and upgraded the police department's automated license plate reader agreement with Flock Safety. The recommended action was to authorize the chief of police to sign the agreement. The staff report in the packet describes 25 total devices, 18 already in service and 7 new ones, priced at 2,500 dollars per device each year. Year one comes to 66,550 dollars, the annual recurring cost to 62,500 dollars, and the 5 year contract total to 316,550 dollars. The report puts the savings from renewal pricing at 12,500 dollars a year and states that funding was allocated and appropriated in the FY23/24 police department budget under account 100-201. The order form filed with the packet sets a 60 month initial term, a 24 month renewal term and a 30 day retention period, and bills annually at net 30. The amount shown is the documented year 1 figure, since the council action authorized signature without naming a single not to exceed total. The Mountain Messenger reported on May 27, 2026 that the council first approved 18 fixed cameras in September 2021, that the cameras went live in January 2022, and that residents pressed the council on May 26, 2026 to end the program.
