Who approved this?
Approved 5-0 by Corona City Council on January 4, 2023.
The Corona City Council approved the second amendment to the professional services agreement with Flock Group Inc for the fixed automated license plate reader project on January 4, 2023, handled as a bid and purchase item, file 23-0031. Vice Mayor Tom Richins moved and Council Member Jacque Casillas seconded, and the Legistar vote record shows all five members voting aye: Tony Daddario, Tom Richins, Jim Steiner, Wes Speake and Jacque Casillas. The council had already passed a related automated license plate reader community partner camera funding agreement, file 22-0786, on October 5, 2022. Legistar lists the staff report, the signed second amendment, an additional services agreement, and a September 2022 commercial burglary crime map with proposed camera placements as exhibits, but the attachment files no longer resolve on the city server. Because of that, no dollar amount, camera count, term length or funding source can be taken from the council record. The Corona Police Department Flock Safety page describes retroactive search to solve past crimes and real time alerting on hotlist vehicles, and directs the public to a transparency portal for policies and usage statistics. No retention period, sharing limit or audit requirement appears in the council record reviewed.
