The Butte County Sheriff's Office filed two CEQA Notices of Exemption with the state clearinghouse for Flock Safety automated license plate reader installations. SCH 2024050892, filed May 20, 2024, covers 12 roadside Flock systems countywide, 6 of them on state highway rights of way at sites on Highway 32 and Highway 70 around Chico and Oroville. SCH 2025030727, filed March 18, 2025, adds 4 more, 2 at the northern county line on Highway 99 and 2 at the southern county line on Highway 99. Both filings list Sheriff Kory Honea as the contact and claim categorical exemptions, the 2025 filing under CEQA Guidelines sections 15303(e) and 15061(b)(3). North State Public Radio reported on August 28, 2026 that the Sheriff's Office uses Flock cameras and that Honea told a county supervisors meeting the cameras had helped solve murder cases by identifying suspects whose vehicles passed a camera. No contract amount, term, retention period, sharing policy or approving vote appears in any of these documents, and no total camera count is given because the 2024 and 2025 filings may overlap. The City of Chico, in the same county, runs Motorola readers.
