Approved 5-0 by Brisbane City Council on July 7, 2022.
A Brisbane City Council agenda report for July 7, 2022 asked the council to authorize the City Manager to sign an agreement with Flock Safety Group for 12 stationary automated license plate readers and 1 mobile mountable unit. Year one cost 39,700 dollars in fiscal year 2022-23, dropping to 35,500 dollars a year afterward, paid from the Police Department budget, on a 24 month term with automatic 24 month renewals. The report sets retention at 30 days with automatic deletion unless a read is flagged for criminal prosecution, and states the department does not permit ALPR data to be shared for federal immigration enforcement, which tracks SB 54. It requires monthly audits of detection browsing inquiries with at least 10 inquiries chosen at random each month, and logs every access with individual credentials and a timestamp. In a February 25, 2026 statement the Brisbane Police Department said federal agency and out of state law enforcement access had been restricted in the system since setup, that it has never shared ALPR data with federal agencies including ICE, and that monthly internal and external audit results are documented and attested in writing to the Chief of Police. The department scheduled an oral update to the City Council for March 5, 2026. No vote tally or roll call is published in either document.
